OH CourtView User Community - OCN Update

December 16, 2009 - When we met with some of you at the OCCA in Columbus earlier this month, we promised to provide an update on where the OCN roll-out to the CourtView user community stands. That same day we met with Ed McNachtan at the Supreme Court to review the project's status. As you may know there are over 200 individual courts using CourtView in Ohio.

Many of the tasks around mapping CourtView data to the data structure prescribed by the OCN templates have been accomplished earlier in the year. During the last few weeks, the OCN team tackled four locations in order to establish and validate an implementation pattern that can effectively deal with local variations in the setup of docket and action codes in all the Ohio CourtView courts. The four locations are Montgomery, Rocky River, Geauga and Miami.

At work are staff from the Supreme Court, their contractor KiZAN and resources from CourtView. Establishing and confirming the suitability of the implementation pattern towards all courts on the list is currently ongoing. The team hopes that the pattern can be validated this month. Doing so would enable the OCN to establish a roll-out schedule for everyone else while making sure the data harvested in all Counties is both complete and of the quality required.

To keep us on course, please help us in identifying potential areas of difficulty ahead of time, before the OCN team schedules implementation at your court. For instance, having two CourtView databases in production where one is not necessarily a full replica of the other MAY require some additional, location specific work that can impact the roll-out schedule. In any case, CourtView and the OCN thank you for your continued support and patience. We believe that the extra care that has gone into the early implementations is not only warranted but should also benefit the program overall.

Alaska Seeks Partners for New CourtView Initiatives

The Alaska Court System is working with CJS to enhance CourtView calendaring and bail functions. So far, concept papers and/or functional specifications have been developed and are available by contacting Charlene Dolphin, Special Projects Coordinator for the Alaska Court System, at cdolphin@courts.state.ak.us. Alaska is looking for a few collaborative courts interested in partnering to complete the design and development of these enhancements. Following is a brief overview of each:

Calendar Enhancements include the development of several new event attributes and calendar views to:

  • Identify events as 'prospective' (e.g., trials scheduled for the 'week of')
  • Easily view all prospective events scheduled for a particular period
  • Quickly result or reschedule multiple prospective events simultaneously
  • View calendars filtered by 'judge', 'judge group', 'location' or 'location group' and quickly toggle between individual judges or locations within a group
  • Allow judges and courtroom staff to easily use the screens in the courtroom

Document Management Options for CJS Clients

November 5, 2009 - Our partnerships with Document Management System (DMS) providers have grown quite a bit over the years. As a result, we would like to remind you of the DMS options you have with our court case management systems. We sell and support the following DMS solutions:

Cleveland Municipal Court

The Cleveland Municipal Court began using the CourtView case management system for all criminal, traffic and housing matters in November, 2009. This phase of the project included the integration of an existing electronic ticket exchange process, Positive Pay integration and BMV interfaces utilizing the IJIS Broker. The Court has been using CourtView for civil matters since 2008. The Clerk's Office, the Court and the Prosecutor are now managing 200,000 new cases per year. 2.5 million court cases were converted to CourtView, as well as more than 400,000 Prosecutor records. There are 13 Judges at the Cleveland Municipal Court.

Hon. Ronald B. Adrine, the Court's Administrative and Presiding Judge, said "This was a much anticipated project and one that is going to change the way we do business. "In the two months before cut-over, the Court's team trained approximately 300 users. "CJS helped our Court keep our eyes on the prize; they proved to be an extremely reliable partner in moving us forward from the 20th to the 21st century regarding our technology."

Jeffrey Harmon, the CJS program manager for this engagement, added "CJS is pleased to be the Cleveland Municipal Court partner in the delivery of the new case management system. Completion of this phase of the project is a major milestone that will significantly enhance the services provided by the Court to the citizens of Cleveland. Case Management System Go-Live at Wright County Attorney's Office

North Canton, Ohio, November 13, 2009 - The Wright County Attorney's Office joins a growing number of counties in Minnesota that chose to implement the DAMION Prosecutor Case Management System from CourtView Justice Solutions (CJS).

Wright County, in east-central Minnesota, selected the CJS DAMION product because of the full range of capabilities and features the system offers. The initial installation included the Criminal, Civil, Social and Victim/Witness modules. CJS has given Wright County the necessary tools to manage all cases presented for prosecution and to better perform their office's administrative functions. Data in the County's MNCATS system was migrated to DAMION to provide access to historical data.

The next phase of the project entails implementing the DAMION Discovery module. This is expected to create a fully automated electronic discovery environment for the Wright County Attorney's Office. In addition, the County expects to implement a CJS interface that is designed to connect the County Attorney's Office with the County's law enforcement records management system. Once complete, this implementation allows law enforcement to refer cases electronically. The third task of implementing electronic communications with the courts is planned to enable the County to electronically file charges into the State of Minnesota's MNCIS court system.

"Obviously, when talking about thousands of cases, the tracking system utilized by our office is critically important. It is the life-blood of our operation. We chose DAMION Prosecutor because we were very impressed with the system's capabilities, the ability to interface with law enforcement and the capacity for future expansion." said Tom Kelly, Wright County Attorney. "The training, technical support and transition assistance we received during go-live from Deb Wilson, the Education Services Manager, and the rest of the CJS team was excellent. We also appreciate the assistance we received from the Wright County IT Department during this process," added Kelly.

Montgomery County eFiling

Beginning in November of this year the constituents of the Court of Common Pleas in Montgomery County are gaining access to new electronic filing capabilities.

Attorneys, institutional filers such as government, and self-represented litigants can electronically submit case initiating filings, such as a complaint, and any subsequent pleadings and submissions. Once submitted and electronically accepted by the Clerk of Court, documents and other related information are docketed automatically, requiring no further court employee's attention. At the same time, the electronic documents themselves are indexed and safely stored in the electronic case files of the Clerk's Office. With this system, Montgomery has one of the most efficient and feature rich eFiling processes available in the country. The solution that the Clerk of Court chose comprises eFlex®, Tybera's eFiling front end, CJS's IJIS Broker middleware and CourtView CMS. It also handles statutory filing fees.

"This project significantly reduces the need for attorneys or pro se filers to come to the courthouse to file or check on the status of their cases. They can simply do that from their office, their homes, the library or other places that have web access," Gregory Brush, Clerk of Court for Montgomery County Court of Common Pleas explains. "Since the electronic documents will be the official court record there is no need for staff to scan and file documents into case jackets. eFiling should allow us to do more with less." Administrative Judge Michael T. Hall adds "eFiling is a boon for our court and clerk's office as we are looking for new efficiencies in our operations. It will allow case documents to be received, processed and considered by the judges more rapidly than ever before. There will be no delay caused by misplaced paper files."

Kevin Bade, CJS's General Manager, adds "We are glad to provide the building blocks that allow the court to electronically process and docket filings from the court's constituents and filings issued by the court, such as orders." CJS designed an electronic Filing API (Application Programming Interface) that can accept electronic submissions from a number of electronic filing service providers, including Tybera. It then automatically forwards the electronic documents to the Clerk's Office, dockets them, handles the financials and if applicable, even creates new cases automatically in CourtView CMS.

"We worked together very closely with the business and IT staff in Montgomery County and CJS to ensure that the process of eFiling and its technical implementation are optimized for Montgomery County," states Dallas Powell, Tybera's President. The e-filing system is available to a limited group of filers beginning in November of this year. Full implementation is scheduled for January, 2010.

The Court of Common Pleas of Montgomery County is a general jurisdiction court that handles criminal felony cases, civil actions in which the amount in controversy is greater than $500 and appeals of decisions of certain state administrative agencies. CourtView Justice Solutions Announces JWorks Traffic for Limited Jurisdiction Courts

Denver, CO, September 22, 2009 - CourtView Justice Solutions (CJS) announced today that it has commenced work on a service-oriented information management system designed specifically for the fast-paced, high volume courtrooms. JWorks Traffic is focused on meeting the multi-faceted demands of the limited jurisdiction courts while handling both paper and electronic processes through its Paper-on- Demand design.

JWorks will feature a built-in Differentiated Case Management (DCM) engine, a workflow engine, and an information architecture that handles incident-, case-, and person-centric data with ease. CourtView 2.50 requires the installation of a new Uniface License Manager component. The Uniface License Manager controls concurrent access to the application based on the number of Uniface user licenses you own. To avoid a shortfall of licenses when you implement CourtView 2.50, check your license agreement(s) and note your actual concurrent users on CourtView during peak times.

Getting Started

  • Verify that your database is SQL Server 2005 or Oracle 10g. If you are not running one of these databases, you will need to upgrade prior to your CourtView 2.50 installation. CJS is available to provide technical services to assist with your database upgrade if desired.
  • Verify that you are running one of the operating systems supported for CourtView 2.50 (see above list).
  • Within the next few days, we will send you the CourtView license number we have on record for you. Please compare this number with the licenses you actually use or need. We will provide a discounted license fee, for a limited period of time, should you need more than what you have purchased. More details will be provided in the upcoming email.

CJS Adds Five New Attorney Case Management System Clients

North Canton, Ohio, June 10, 2009 – CourtView Justice Solutions (CJS) announced today that it has added five new attorney case management customers including:

  • Grant County Prosecuting Attorney Office, Washington
  • Grant County Public Defender Office, Washington
  • Nevada County District Attorney Office, California
  • Nevada County Public Defender Office, California
  • Wright County Attorney Office, Minnesota

All five of these offices will be implementing the DAMION Attorney Case Management System including electronic discovery. In Grant and Nevada counties the prosecuting and defender offices will also electronically exchange data and as well as exchange electronic disclosure packets. These new customers continue a pattern of growth for CJS in the states of California, Washington and Minnesota.

CourtView Justice Solutions Offers Electronic Return Receipt Interface for the handling of Certified Mail

North Canton, Ohio, March 20, 2009 - CourtView Justice Solutions (CJS) announced today that the Clerk of Court of Rocky River Municipal Court in Ohio began using an Electronic Return Receipt (ERR) Interface that dramatically increases the efficiency of the Clerk's Office in handling certified mail. The new capability is available for all court dockets and is an add-on to CourtView, the Clerk's case management system provided by CJS. Vista SG provides the imaging solution that supports both the Clerk and the Court in Rocky River.

Deborah F. Comery, the Clerk of Rocky River Municipal Court, pointed out that "the returned electronic signature file is an official part of the case. Efficiency, speed and accuracy are keys to this project. Green Card handling and processing is eliminated and certified mailing costs are dramatically reduced. Hundreds of records are processed in minutes giving clerks, bailiffs and judges timely, accurate information."

Michael J. Bracken, Systems Administrator at Rocky River Municipal Court and a key proponent of this extension, noted: "This interface gives the court a complete cycle, from beginning to end, for each individual piece of certified mail. Judges, bailiffs and clerks can inquire by case and party as to the type of service and the results of the service. The movement of any piece of mail can be tracked, from arrival at USPS, to delivery and all delivery attempts in between. This includes: Attempted/Left Notice, Forwarded, Undeliverable as Addressed, and Refused, among others. The signature can be viewed and printed wherever a CourtView terminal is located: Courtrooms, Clerk's Office, or Chambers."

Kevin Bade, CJS's General Manager, explained that "this extension to CourtView is a result of collaboration with our clients and VistaSG that began over 18 months ago, and is now helping the Clerk provide more efficient service to the Court and the public." Jim Boyington, VistaSG's President, added that "going fully electronic allows the Clerk to operate very efficiently in the office while preserving the ability to produce paper when and where needed. We believe this is how Paper-on-Demand should operate."

Case Study: Washington D.C. Superior Courts

One of the most active legal environments in the United States, the Superior Courts of Washington, D.C. was swimming in an ocean of paperwork.
